WhatsApp connetify problem

my whatsapp doest not work when the mobile data is on . and it work on wifi only. how can i solve this problem ?

    You have a data plan on your carrier’s network or a Wi-Fi connection with internet access. IMPORTANT: To use WhatsApp on a Windows Phone it is important to have a data plan. Devices that are Wi-Fi only will encounter problems.

    Make sure the signal strength for Wi-Fi or data network is good and that the phone is connected to the network.
    Reboot your phone.

    Some carrier data connections have problems with WhatsApp, even if websites and other apps are working. If this happens, check your mobile provider’s Access Point Name (APN) settings, which you can change under Settings -> Mobile.
